Project description:

The project consisted of providing specialised assistance to the Intercommunity Development Association for Integrated Waste Management Ilfov (ADIGIDI) for the development of the complete documentation and the management of the procurement procedure for the delegation of the management of the mechanical-biological treatment of residual waste for the member administrative-territorial units of the association.

  • The scope of the project consisted of the comprehensive coverage of all documentation required for the delegation procedure, from the contracting strategy and terms of reference through to the contractual clauses, procedural forms, and qualification documents, all developed in accordance with the provisions of public procurement legislation and the technical specifics of the mechanical-biological treatment activity. A distinctive element of complexity was represented by the need to regulate, through the procurement documentation, the entire logistical chain of post-treatment waste flows: the transport of biologically stabilised waste and residues that can no longer be recovered to authorised landfills, and the channelling of residual fractions with energy potential to energy recovery facilities. The final documentation was required to provide a clear, balanced, and technically substantiated contractual framework, capable of ensuring the efficient and compliant operation of the mechanical-biological treatment facilities or the integrated treatment facilities existing in Ilfov County.
