Project description:
The project consisted of providing specialised consulting services to Galati County Council for the review and update of the procurement documentation related to two strategic contracts for the delegation of waste management services at county level: the contract for the delegation of the management of the Integrated Waste Management Centre and the Valea Marului Sorting Station, and the contract for the delegation of the management of separate collection, transport, transfer and composting of municipal waste.
- The primary challenge involved conducting a critical analysis of the existing documentation, identifying potential discrepancies with the updated legislative framework governing public procurement and waste management services. Revisions were required across the terms of reference, contracting strategies, contractual clauses, and procedural forms, while ensuring consistency between the two sets of documentation with regard to the operational interfaces between the delegated activities. The final deliverables were required to constitute two complete sets of updated documentation, compliant with applicable legislation and tailored to the specific characteristics of the waste management infrastructure in Galati County, ready for use in the delegation of management procedures.
