Project description:

The project consisted of providing highly specialised technical and financial consulting services to Galati County Council for the update of the Cost-Benefit Analysis (CBA) related to the project "Integrated Waste Management System in Galați County — Phase II", with the aim of ensuring the compliance of the technical and economic documentation with the current requirements of the European Commission for the purpose of accessing non-reimbursable funding for the planned waste infrastructure investments.

  • The complexity of the project stemmed from the need to recalibrate the entire financial model, through the revision of waste flow projections and demand analysis for the 2025–2047 horizon, the update of flow schemes and capture rates by fraction, as well as the realignment of economic and financial indicators to the new market conditions and the applicable regulatory framework. An additional component required the development of technical and financial solutions for the energy recovery from waste, through the analysis of available options for residual fractions and biologically stabilised waste that cannot be materially recovered, and the quantification of their impact on the financial sustainability of the entire system. The activity also included the formulation of responses to requests for clarification submitted by the European Commission, with a view to consolidating the project's funding dossier.
