Project description:
The Relians Corp team developed the Opportunity Study for determining the optimal management model for the operation of the Voluntary Bring Centre (CAV) developed in Galati County through three PNRR-funded projects: the network of selective collection centres at county level, the integrated centre in Galati Municipality, and the centres in the communes of Beresti-Meria, Brahasesti, and Draguseni.
The study covers an in-depth analysis of the legal and institutional framework, a comparative evaluation of the available management options — direct management, delegation through concession, or public service procurement contract — and technically and financially substantiates the optimal solution for each type of centre. The deliverables include a risk matrix for each management option, an analysis of the institutional capacity of the contracting authority, and a proposed contractual structure, providing a complete decision-making instrument that enabled the initiation of the procurement procedure for the delegation contract.
- The primary challenge consisted of substantiating, prior to the initiation of the delegation procedures, the most appropriate institutional and contractual framework for the sustainable operation of the newly created PNRR infrastructure, given that the legislation governing waste management services requires a rigorous analysis of management options before any award decision.
