Project description:
The project aimed to develop a wind farm in the towns of Onești, Gura Văii, and Herghelegiu in Bacău County, with the goal of increasing electricity generation capacity from renewable sources and supporting the transition to a cleaner and more sustainable energy system. The investment contributes to reducing greenhouse gas emissions and increasing the share of renewable energy in the national energy mix, and is being implemented through the PNRR program – Investment I.1 – New electricity generation capacity from renewable sources.
- The main challenge was integrating the requirements for the DNSH (“Do No Significant Harm”) analysis, a newly introduced condition for projects funded under the PNRR. A rigorous methodological approach was necessary to demonstrate that the investment does not cause significant harm to the six environmental objectives established by Regulation (EU) 2020/852. The process involved a detailed analysis of the project’s impact on climate change, water resources, biodiversity, the circular economy, pollution, and human health, even as the methodology was still being clarified at the national level. Conducting this analysis required close collaboration among technical, environmental, and legal experts, as well as adapting the documentation to a new, complex, and constantly evolving legislative framework.
