Project description:

Relians Corp provided specialised consulting services for two major deliverables on behalf of Sector 4 of Bucharest Municipality: the update of the Integrated Waste Management Strategy and the development of the Opportunity Study on the management of waste management services at sector level.

  • The complexity of the project stemmed from the correlation of the two deliverables with different yet interdependent requirements, within a complex legal and institutional framework. The Strategy was required to be substantiated simultaneously from a technical, environmental, financial, and affordability perspective, while the Opportunity Study required alignment with the National Waste Management Plan, the Bucharest Municipality Master Plan, and the waste management contracts already in force in Sector 4. An additional challenge was the construction of the risk matrix for the delegation contract and the integration of clarifications requested by the beneficiary following the first version of the study, without affecting the consistency of the final deliverable.
