Project description:

The project involved the purchase of a hybrid mobile crane for the port operator SOCEP SA. The main objective was to increase loading and unloading capacity in order to alleviate congestion in the Black Sea region resulting from the armed conflict in Ukraine. The investment was funded through the Transport Program 2021–2027—Investments in port infrastructure to reduce the bottleneck in the Black Sea region resulting from the armed conflict in Ukraine.

  • The main challenge was that the project was developed against an exceptional geopolitical backdrop—a significant increase in freight traffic through Romanian ports following the closure of Ukrainian corridors after 2022. The performance indicators were designed to reflect this dynamic; however, after the funding application was submitted, pressure on the Romania–Ukraine corridor eased, and traffic gradually returned to previous levels. The challenge during the sustainability period thus lies in achieving indicators designed for a context that has changed radically since the targets were set. The investment was funded through the Transport Program 2021–2027, under the call for proposals titled “Investments in port infrastructure to alleviate the blockade in the Black Sea region resulting from the armed conflict in Ukraine.”
